A Canadian-Israeli businessman has been killed in the Egyptian port city of Alexandria, in an attack that may have been motivated by antisemitism.

The man, identified as Ziv Kipper in news reports, was the CEO of a company that exports frozen fruits and vegetables and was a permanent resident of Egypt, according to Al Arabiya, the Saudi state-owned news channel.

“He had a business in Egypt. The Israeli embassy in Cairo is in contact with the Egyptian authorities, who are investigating the circumstances of the case,” Egypt’s ministry of the interior said, according to Al Arabiya.

The Vanguards of Liberation — Martyr Mohammed Salah Groups, a previously unknown group whose name is in reference to an Egyptian policeman who killed three Israel Defense Forces soldiers in June 2023, claimed responsibility for the killing.

In an unverified statement circulating online, the group claimed Kipper was a Mossad agent, using his business as cover for intelligence activities.

“This operation is a step in the struggle of the Egyptian people against the Zionist enemy,” says a translation of the statement posted to X.

The Israeli foreign ministry did not name the victim, but confirmed to the BBC that he was a businessman with dual Canadian-Israeli citizenship. In a statement to National Post, Global Affairs Canada said it was aware of the death of a Canadian citizen in Egypt, but declined to provide any further details, citing privacy legislation.

“We express our deepest condolences to the family,” said spokesperson James Emmanuel Wanki in an email. “Consular officials are in contact with local authorities and available to provide consular assistance to the family.”

Oksana Kipper, the victim’s wife, told Israel’s KAN network that she believed her husband had been killed for nationalistic reasons.

He was not robbed, she told KAN. Oksana said her husband would be brought back to Israel for burial. When asked if she was afraid, Oksana said: “On the one hand, I am neither Jewish nor Israeli, but on the other hand, I am the wife of an Israeli, so it is possible that for this they will want to harm me. In any case, I have no intention of staying in Egypt.”

At this point, it’s unknown who killed Kipper. Egypt’s interior ministry said Kipper was the victim of a “criminal shooting in Alexandria,” according to i24News, an Israeli television station and Reuters reported that a security source said Kipper was killed “with the motive of robbery.” A security source also told Reuters that Egyptian security had no knowledge of the Vanguards of Liberation group or whether it had been involved in the attack.

Kipper was the CEO of O.K. Group, which, according to his LinkedIn page, has offices in Ukraine, Egypt and Israel. That page also says that Kipper was educated at Toronto’s Seneca College, graduating in 1984 with a bachelor’s degree in international business.

The Times of Israel, citing the Egyptian daily newspaper Al-Masry Al-Youm, reported that a suspect in Kipper’s killing had been arrested, but was not identified.
