Germany: luring drivers onto public transport

Last summer, Germany piloted a nationwide scheme of cheap, flat-rate tariffs for travelling by public transport to promote a switch from cars and cut emissions and energy costs. Having assessed the results, we propose a strategy that could be more effective.
